Distributed power generation uses clean energy resources nearby, energy production and consumption are nearly completed, and it has the advantages of high energy efficiency and low pollution emissions, representing a new direction and new form of energy development. At present, distributed power generation has made great progress, but it is still constrained by factors such as low marketization, lagging public services, and unsound management systems. In order to accelerate the development of distributed energy, follow the "Several Opinions on Further Deepening the Reform of the Power System" (Zhongfa [2015] No. 9) and the supporting documents for the reform of the power system, and decide to organize a pilot market-based trading of distributed power generation. The relevant requirements and policy measures are hereby notified as follows.
